The North Carolina Fire Marshal's Association and the North Carolina County Fire Marshal's Association have merged to form one, unified organization dedicated to the protection of life and property to the citizens of North Carolina. The Association promotes safety through active involvement in the code development process and continuing education for our membership.

The next NCFMA meeting will be held at the Raleigh Convention Center located at 500 S Salisbury St Raleigh, NC 27601. The meeting will be held in conjunction with the North Carolina Firemen’s & Fire Chief’s Annual Conference.
On June 25, 2010 Governor Perdue signed Senate Bill 992 into law. SB992 establishes provisions to allow the NC Department of Insurance/Office of State Fire Marshal to issue a one time temporary display operator's license to pyrotechnicians who have not taken or passed the NC pyrotechnic display operator's exam as of this date. This temporary display operator's license will only be valid for thirty (30) days after the date of issuance and may be issued until July 31, 2010. No temporary license will be issued after July 31, 2010.
The temporary license process will involve an application and supporting documentation of pyrotechnic display experience. Such documentation shall include one of the following: (1) proof that the applicant has conducted at least six (6) permitted fireworks displays in the past ten 10 years; or (2) provide a letter of experience signed by an ATF license holder under whose supervision the applicant is to conduct pyrotechnic displays.
All of the other provisions of the Display Operator's permit rules remain intact including the on-site Assistant Operator's Permit for the Fourth of July holiday.

The Permitting Process
During the 2009 legislative session, the North Carolina General Assembly passed Senate Bill 563 and created N.C. General Statute 58-82A-1 aimed at preventing pyrotechnic disasters and/or tragedies from occurring in North Carolina. The new law requires anyone discharging/operating pyrotechnics or proximate explosives to attend a training course and earn a pyrotechnics operator permit before conducting a pyrotechnics display in North Carolina, effective February 1, 2010.

The State Board of Examiners of Electrical Contractors will conduct a rules public hearing at 8:30 am on September 24, 2009 in the Board's office located at 3101 Industrial Drive, Suite 206, Raleigh, North Carolina. The proposed action is to write a specialty license classification for electrical wiring carried out by fire alarm system contractors, to make provisions for other types of low voltage wiring and to establish requirements for experience, continuing education and examination. In addition, the Board seeks to eliminate confusion as to the handling of examination applications by persons with criminal convictions. The proposed effective date is January 1, 2010.

Enforcement of the 2009 codes is scheduled to be phased between January 1, 2009 and July 1, 2009. During this 6-month period, either the 2006 or the 2009 code can be used. After July 1st, only the 2009 North Carolina code will be in effect. The appropriate edition needs to be identified on the construction documents, most notably in the Appendix B (2006/2009 North Carolina Administrative Code and Policies) information. ICC is currently accepting online orders for the Energy Conservation, Fire, Fuel Gas, Mechanical and Plumbing Codes. The Administrative, Building and Residential Codes will be also available soon for online orders.
Except for the Electrical Code, the certification tests will be based on the 2009 NC Codes beginning on July 1st. Current Electrical certifications are already based on the 2008 NC Electrical Code.
